The consistent trend across Texas in the past decade is that property values have doubled. In some counties, this can be a tad less, or in others, values can quadruple or more. El Paso County total market value was just short of doubling, going from $38.17 billion in 2014 to $72.22 billion in 2023. While this type of increase in market value does indicate a strong property market and positive growth in the region, it can also indicate that prices are being overcooked by the El Paso Central Appraisal District (EPCAD).

At face value, rising home or commercial property prices seem to be a problem for buyers only. This is not accurate, as the value of land and buildings is used as the basis for property taxes. This means that even if a homestead property has been paid off for years, it can still face rising costs and even be at risk of foreclosure. The value of single family homes did double, reaching $34.83 billion in 2023. Commercial property was valued at $14.01 billion, while utilities/oil and gas were valued at $19.93 billion.

Every Texan has a right to protest their property taxes, which is incredibly crucial, as they are the only state tax that residents face. They can be challenged on incorrect valuation, uniformity, and more. EPCAD is responsible for assessing, cataloging, and collecting tax revenue, which is then used to fund county entities like school districts and MUDs. Because they are the sole breadwinners, EPCAD are under pressure to squeeze every dollar possible out of taxpayers.

$3.05 billion in market value was reduced thanks to appeals in El Paso County in 2023, the most ever seen. Texas property tax appeals come in three varieties, each acting as a steppingstone to reach the other. Informal appeals were the most common means to see a reduction in 2023, reducing market value by $1.17 billion. Formal appeals to the appraisal review board represent the second step and were able to cut costs by $961 million. Finally, judicial appeals and other lawsuits reduced values by $924 million.

A total of $64.08 million in taxes were cut with property tax appeals in 2023. This was the largest value ever returned to the taxpayers of El Paso County. Protests have not scaled well with the rising taxes and values, but this appears to be slowly changing. As taxes continue to spiral, more and more taxpayers are forced to protest in one form or another, hopefully leading to more wins in the future.

The majority of tax savings were seen by commercial properties, which scored $53.64 million in cuts. This was the most since 2015. It is common in Texas for commercial properties to outstrip other property types when it comes to raw numbers, as each individual property is worth more than a home. That is not to say that residential properties did not benefit from appeals. Quite the contrary. Single family homes saved $10.44 million in 2023, by far the best result in El Paso County history.
